The beneficiary led construction (BLC) is the most popular vertical in the Government of India’s flagship housing scheme, the Pradhan Mantri Awas Yojna (PMAY). In about half the states and union territories operating the scheme, all the units sanctioned have been under BLC. This includes large urbanized states like Punjab, Kerala and West Bengal. Some states like Maharashtra, Telengana, Haryana, Karnataka and Andhra Pradesh are building mainly AHP housing. The only state which has made substantial ISSR housing is Gujarat. Therefore, 15 states have not sanctioned any AHP and ISSR housing while 26 states have not sanctioned any ISSR housing.
